Yes, the problem is with the chroot not having the files needed to exec the 
sftp-server.  There were some changes that were incorporated into the 
current 3.9 release of setup_chroot.sh posted on Dec 16th.

in particular make sure you are getting the appropriate ld.so.conf and 
ld.so.cache files needed.  Check some man pages usch as ldd, ldconfig and 
ld.so in case the file paths differ for your Linux distro. The file in 
scponly build_extras/arch/Linux.pre.sh  contains the paths needed.
