[Cs5500] Change request for SCG/valid

The valid function in InstanceI must return a boolean. It currently returns
0 or 1 as a double and
that is bad programming practice! We cannot show this to the undergraduates.

Please can Tuba with the help of Dexter do this change throughout SCG Court,
check in the new system after regression testing and make this change
available
to the undergraduates for the HSR playground. Is our regression test suite
good enough?
