[scponly] Allow users to change their password

As long as you configure with the --enable-passwd-compat flag, then your users
are allowed to change their password.
They can do so as follows:
ssh -t user at host passwd
Once they have changed their password, they will be disconnected and will need
to connect again using the new password.
