[scponly] rsync and --partial

Hello,

I'm not sure exactly how you managed to get that error -- or at least that 
error message.

The interesting part is this:

"option --partial is not permitted for use with /usr/bin/scp"

Obviously, the command issued was 'rsync --server ...'.  I don't have time to 
investigate right now, but I will put it on my list of things to look at 
pretty soon if nobody else happens to get to it before I do.
