[scponly] rsync and --partial

Hello all.

I don't know if this is a bug or a feature, but running rsync with
--partial is disallowed by scponly:

scponly[13602]: chrooted binary in place, will chroot()
scponly[13602]: 3 arguments in total.
scponly[13602]:         arg 0 is scponlyc
scponly[13602]:         arg 1 is -c
scponly[13602]:         arg 2 is rsync --server -vlogDtprCz --partial
. /home/shared/celexa
scponly[13602]: opened log at LOG_AUTHPRIV, opts 0x00000029
scponly[13602]: retrieved home directory of "/home/celexa//" for user "celexa"
scponly[13602]: chrooting to dir: "/home/celexa"
scponly[13602]: chdiring to dir: "/"
scponly[13602]: setting uid to 1003
scponly[13602]: processing request: "rsync --server -vlogDtprCz
--partial . /home/shared/+++++"
scponly[13602]: option --partial is not permitted for use with
/usr/bin/scp (username: celexa(1003), IP/port: 80.229.241.43 56526 22)
scponly[13602]: requested command (/usr/bin/rsync --server -vlogDtprCz
--partial . /home/shared/celexa) tried to use disallowed argument
(username: +++++(1003), IP/port: aaa.bbb.ccc.ddd 56526 22))


Is there any way to enable it?
