[scponly] can't make the Jail

I just configured the chroot jail in sftp, on a RHEL3
here is what I've done :

./configure --enable-chrooted-binary --enable-passwd-compat \
        --enable-scp-compat --enable-sftp-logging-compat \
	--with-sftp-server
make
su
       make install
