[scponly] can't make the Jail

It's now giving me an error when I try and make the jail this script
requires the application useradd or pw to add your chrooted scponly
user.

This means that the setup_chroot.sh script hasn't been build with the
chroot enabled.  Please try (in order):
	1.  make distclean
	2.  ./configure --enable-chrooted-binary (... your other
options)
	3.  make
	4.  make jail
