Correction: I get the same "no such file or directory" error from scp
(reported by scponly debug) with those cases too. 

I messed up and was using /bin/bash as the shell when I got "permission denied".

I've been spending many, many hours trying to track this down.  I've noticed a
common theme in the many reports of scp chroot problems:

"sftp works fine, but scp doesn't"

Why is that?
