[scponly] scponly 4.1 has been released

Hello all,

At long last I bundled many of the recurring and painful compilation and compatibility issues in 4.0.  I didnt get them all.

I still need to work on the chrooted-passwd patch Kaleb sent me, but most of the other patches have been incorporated.  Thanks to so 
many of you who sent in your patches and/or provided feedback in the mailing list.
