[scponly] scpjailer: an alternative to setup_chroot.sh

scpjailer is an alternative for setup_chroot.sh (a.k.a 'make jail') for use
on Linux x86.   It's basically a binary distribution of busybox and OpenSSH 
statically linked to uClibc.  

It should be useful for those who use scponlyc extensively since it only
uses about 6% of the disk space that setup_chroot.sh does to create each 
home directory.
