Check /etc/vsftpd.conf for check_shell.  If 'yes' (or the option is
not present),
confirm that /usr/local/sbin/scponlyc is in /etc/shells

I presume you're *not* using vsftp's chroot... if you are, is the home
dir in /etc/passwd
something that uses the "//" convention?  Is the user in
/etc/vsftpd.chroot_list? (see
chroot_list_enable, passwd_chroot_enable)

Is guest_enable set to yes?  what is local_enable set to? userlist_enable?

By any chance is the username that's having the problem 'ftp'?
