[scponly] Default install not working

If you change the value in the debuglevel file (probably /usr/local/etc/scponly/debuglevel
in your case) to 1 or 2 instead of zero it will syslog more extensive information.

Looks like a problem executing the binary but the diagnostics should help isolate
the problem.
