Because Debian Stable is exactly that - stable. There are no new
versions after release, only bug fixes. In Debian Testing and Unstable,
packages are upgraded. Right now scponly 4.1 is in both versions. I bet
that will be updated soon. But to maintain the Stable package, Thomas
has to patch it. And patches are only security patches. He can fix gross
bugs that do not affect security and put that in
stable-proposed-updates, but he can still not update to a new version.
