scponly/scponlyc does not interact with the key. The are shells, i.e.
thingies that get started by sshd after the connection has been
established.

You should try replacing scponlyc with /bin/sh or something like it and
try again. It *should* fail in the same way.

To debug, run sshd -d -d -d -p <high port> and see what it complains
about.
