[scponly] scponly 3.2 pre-release announcement

i received a bugfix patch for the realloc() call in scponly so i will be
building scponly-3.2 very shortly (i mean it this time).  there are a
number of other small changes included in this build so if you've made a
contribution recently, please check the upcoming CHANGELOG to make sure i
didnt miss anything.

also, if you have anything you want included in scponly-3.2, let me know
soon.
