[PRL] [operations] [phds] New Lock System

The door is now locked. The locksmith said he locked it with his
"locksmith" privileges, but I just saw Nicole's email so now I don't
know who actually did it.

The locksmith said that whoever's card left the door unlocked has
"first card" privileges and is the only one that can re-lock it, but
I'm pretty sure I saw more than 2 people try the lock-unlock protocol.
Are there temporal rules of the lock that might have messed things up
(ie, different rules after 6pm)?
