[PRL] welcome back; now, please update the website

Welcome back, everyone!  Please check out our fancy new website:
    http://www.ccs.neu.edu/research/prl/home.html

If something has happened in the past three years and you haven't
updated the website to reflect it already, please do so!  If you go to
    /home/www/ccis/research/prl/generator/content/
you will see a README file that describes how you can update your
information by making a ~/.prl directory and putting stuff in it.
It's practically user-friendly!

There's a cron job that runs at least daily to regenerate the website.
 But for a limited time only, it will be running at an extravagant
once-every-ten-minutes.
