[PRL] Programming Languages in the Code of Federal Regulations

It seems to me that the most effective way to respond to something like this would be to create an open letter, signed by all of the prominent PL researchers (and maybe lots of non-prominent ones, too). Is anyone thinking about organizing such a thing?
