Matthias followed up with me off-list saying there are two approaches:

- reading credits
- reu money

I may try to go the first route for the project I had in mind, but 
please let me know if you have something an ambitious and talented first 
year student could contribute to (this student had the highest 211 final 
exam of last semester) and I will pass along the information.
