[PRL] Fwd: [Req #74755] Trouble with Wiki authorizations

I had restricted the operations to the group "users", thinking that this
would mean CCIS users.  Apparently that was wrong.  Here's David's message.

Users is a vestigal group from the alpha test (that's what it used to
authenticate against). It should only show the people in the alpha
test. I will remove it.
