[PRL] pl-seminar announcements

I've been tracking down pl-seminar/prl distribution bugs.  

I've found out the plt-local is subscribed to pl-seminar; prl is not.
So if you are 

(not (in plt-local)) && (not (on pl-seminar)), 

you will NOT get pl-seminar announcements.  

If you are in the set above, and you DID get a pl-seminar announcement
this morning, please let me know.

If you did NOT get a pl-seminar announcement this morning for a talk
on Wednesday, you should subscribe to pl-seminar at
https://lists.ccs.neu.edu/bin/listinfo/pl-seminar .
