I'm not clear on how to interpret your report.  Are you

(1) Are you just reporting a poor error message?
(2) Are you saying the file exists but isn't found?
(3) Are you saying something's wrong with compile-stale-libraries ?

Depending on the nature of the bug report, the operating system
you're using might also be relevant.
