[Cs5500] TASK ASSIGNMENT - PROBLEM SET 6

Hi Liao:

we use persistent in the sense of accumulating. The welfare claims will
accumulate but will be cleaned between tournaments.

We are going to store a persistent playground in a file written by a
DemeterF generated parser.
