[scponly] file perms in source tree

Greetings,

Latest cvs. 

I notice that many of the file permissions within the scponly source
directory are set incorrectly. Many files have either group, other, or
both execute bits set. Ideally, install is used to set the permissions
for all files installed, and probably only ./configure needs the execute
bit set in the tree. Certainly man pages should NOT be executable!
