[scponly] Problem with Debian scponly 4.8 and winscp

Please make sure that /dev/null exists within your chroot.  If that does not 
solve the problem, please include output from your syslog daemon.  The output 
it provides will allow us to tell where it failed and help us isolate the 
problem.
