[scponly] scponlyc problem on OpenBSD 3.9

 Hello
 
 I've got a big problem with scponlyc on OpenBSD 3.9
 
 I can't find what i'm doing wrong.
 
 This is what i'm doing
 
 tar -xvzf scponly.tar
 
 cd scponly
 ./configure --enable-chrooted-binary -with-sftp-server
 make && make install
 vi /etc/sheels
 /usr/local/bin/scponly
 /usr/local/sbin/scponlyc
 
 next make jail and add user to the system
 
 and the when i test my connection :
 sftp test at localhost
 password: ****
 connection closed
 
 What is wrong?  I think that i'm missing some
 files to begin connection?
