[scponly] changing passwords remotely over scponly .. what am I doing wrong ?

I configured with --enable-passwd-compat, and my jail does indeed have the
passwd binary and libpam.so.3 in it ... everything looks good.

When I attempt to change my password remotely, however, I get:

# ssh username at hostname passwd
Password:
Changing local password for username
#


So .. nothing.  It asks me for a password to log in, and it echos the
first line of the passwd binary ... but then just disconnects.  What am I
doing wrong here ?
