[scponly] One failure condition with scponly shell

The failure is caused by the ssh daemon from the FXboks ssh package.  The boks_sshd daemon does not always close the channels or the socket connection when the SIGCHLD is received.  The code I added (showed in the previous listing) was a work around until the FXboks daemon is fixed.  I have tested this with FXboks (ssh) and OpenSSH on both AIX 5.2 and 5.3 P4 LPARS and everything works.
