[scponly] One failure condition with scponly shell

Scponly doesn't permit ssh logins.  It should fail, scponlyc should
exit, and the ssh connection should be closed immediately.

Why it hangs is behavior of the AIX ssh handling, someone else on
the list will have to help there.  (Does a "~." entered in the ssh
window close the connection immediately and eliminate the need to
do other things?)
