[scponly] Problems getting Scponly on Cygwin

The latest releases default to scp disabled.  Did you run configure with
the --enable-scp-compat flag?  (ssh under scponly only supports a few
file related commands, not the login you seem to be attempting.  Unless
this is WINSCP in which case it looks like you need to configure
with --enable-winscp-compat too)

What do the sftp diagnostics look like?
