Check your config.log and make sure configure was run with
--enable-chrooted-binary

The shell for chrooted environments is scponlyc.

If your build is configured for chroot and you have scponlyc then turning on
the syslog debugging is the next step.  (Find the "debuglevel" file in your
install directory and change the value to 1.  There will be detailed traces
in the syslog until you change the value back to 0.)
