[scponly] restricted charcters in filenames not tested on upload

Hi,

I noticed one issue with the restricted characters option. The testing against it only applies on some actions, for example renaming a file. It does however not apply on uploading a file. That leads to a problem. When uploading a file with a restricted character in the name, it is not possible to change the filename afterwards, because then the restriction applies. 
It would be good, if there were an option to test the resticted characters even on uploading.

I assume that this was intentional, since a special character in a filename is not a problem. But as you see, it leads to problems, when those characters are forbidden for other actions.
