[scponly] SCPOnly On Win32/FAT

Hi,

I want people to be able to download files from my Win32 machine using a 
password-protected account - just like in FTP.
Of course, I want encryption, so I thought of SCP/SFTP.

But as in FTP, I don't want them to see any other directories.
So I want a chroot/scponly environment or something similar - on a FAT 
filesystem.

Any ideas how I could manage this?

I have successfully set up OpenSSH for Windows (the SSHWindows package), 
  and my user has full access since I'm using a FAT system.
