[scponly] scponly and latest cygwin

Unfortunately I cannot answer your question regarding security issues with
winscp.  I compiled scponly with the following configure options, and tested
Filezilla and winscp (in sftp mode only).  Both worked fine for the limited
testing I did.  I could not log into my server with winscp in scp mode.
Which is what I wanted to happen.

   % ./configure --enable-chrooted-binary --disable-scp-compat
--disable-gftp-compat --disable-winscp-compat
