Adding "~" to ALLOWABLE implements a hole in the rigidity of the
restrictive-names check. (If restrictive names are needed there can
be cases where you absolutely do not want "~" as part of the allowed set.)
Implementing a new configure option that would permit adding this, or
any other, character to ALLOWABLE might be interesting.
And "probably" means it depends on more site specific config details
than were provided.
