[scponly] scpjailer 0.3 released

For those who use scpjailer, I've updated it to version 0.3.

This version includes a 'groups' command, so WinSCP's 'SCP mode' should
work without errors.

To upgrade an existing scponlyc home directory use: 
'scpjailer --skip-config /the/home/dir'.
