[scponly] scponly on alpha

Hi there!

I wanted scponly run on an compaq alpha ds 10 server with debian linux.
Unfortunately the configure script exited because it does not recognized
my server type.
The problem could be solved with a newer config.sub file (ask google)

Maybe it worth to put a newer config.sub file to the distribution.
