[scponly] Issue with login

I have several accounts already set up with scponlyc that are
chrooted and working fine. However, I just set up another account, and
with the debug set to 10, here's what I get when I attempt to transfer the
hosts file (as a test):

[root at nylon /home/pfs/files] # scp /etc/hosts work at nylon.rope.net:files
work at nylon.rope.net's password:
[26117]: chrooted binary in place, will chroot()
[26117]: 3 arguments in total.
[26117]: arg 0 is scponlyc
[26117]: arg 1 is -c
[26117]: arg 2 is scp -t files
[26117]: opened log at LOG_AUTHPRIV, opts 0x00000029
[26117]: retrieved home directory of "/home/work" for user "work"
[26117]: chrooting to dir: "/home/work"
[26117]: setting uid to 647
[26117]: processing request: "scp -t files"
[26117]: running: /usr/bin/scp -t files (username: work(647), IP/port:
206.75.255.50 52475 22)
unknown user 647
lost connection

The "work" account is uid 647 and gid 648. If I replace the shell
with "/bin/bash", the scp works fine.

Any ideas would be appreciated. Thanks.

(Oh, the work at nylon.rope.net:files "files" is the subdirectory...)
