[scponly] I writed little howto and some patch for scponly-3.8

Hello

For last few days I have to made this work on my servers.
I have to made some changes and addons + one patch (for WinSCP3.0 for SFTP mode).
Simple howto make scponly-3.8 witch chrooted users (lots off) at Slackware 9.0 (tested at Slackware 8.0 and 8.1) was written.
