[scponly] problems with scponly 3.8 on rh 7.3

Hello Greg,

there was a post lately of someone who installed the SCPonly on a RH
box. I have used his file list with success to install it on my RH 8,
though SCP in WinSCP fails (scp on command line works), but SFTP (also
supported by latest winscp version) works very fine.

I used my experience from RH (and the list of programs from this
maillinglist) to install SCPOnly on Debian - works like a charm there.
No clue why on the RH it doesn't :s
