[scponly] scponly 3.9 this week

hey, this is just a heads up.  i'll be rolling a 3.9 build this week, 
incorporating the following changes:

- debug the /chroot//chdir problem
- numerous patches to setup_chroot.sh for debian and RH
- incorporation of  Konrad Krzysztof numerous patches and documentation
- makefile update for build directory

if you know of more changes, or perhaps some that i missed, please drop me 
a line...
