[scponly] scponly 3-9 official release

scponly-3.9 is officially released.

there wasnt much feedback on the beta so i figure i'll put it up on the website and see how that goes.

this release is largely the overhaul of the setup_chroot.sh.in script and the new pre and post installation subscripts.
