[scponly] scponly-3.9 prerelease available

hello all,

i have a build of scponly-3.9 i wanted to ask someone/anyone to do an 
initial vetting of before i throw it on the webpage.

this addresses everything discussed in prior emails about 3.9 (see 
CHANGELOG for details), except perhaps the problems some people were 
experiencing with the /chroot_dir//chdir/ configuration, which i wasnt 
able to reproduce.

so, if people could take a look at this it would be vastly appreciated:
