[scponly] rsync-compat configure bug

ARGH!

On FreeBSD rsync will bei installed to /usr/local/bin/rsync, if you take
the port/package of rsync.

If I add /usr/local/bin to the pathlist for rsync in configure.in it will
be run properly.
