[scponly] setup_chroot.sh script useradd or pw error

Just upgraded my RHEL 4 server to scpony-4.8.  I have configured with
--enable-chrooted-binary
Performed my make
make install
edited /etc/shells and added the scponlyc shell
created my user using my useradd command

But...

When i attempt to execute make jail or ./setup_chroot.sh I get this error:
this script requires the program useradd or pw to add your chrooted scponly user

I have been searching and can't find an answer on how to correct this. My
system does have the useradd command.

Anyone know how to correct this.
