[scponly] scponly on AIX

Successful with scponly v4.6 and OpenSSL v0.9.8.601.  Haven't tried any other combinations.

I used "configure --enable-scp-compat"

I had to add the path manually to /etc/shells.  If you create your own fileset with mkinstallp, you can add the commands to do this in a  pre-script (filesetname.pre_i) so it'll be done when you install the fileset.
