[scponly] sftp-server binary not found

Thanks for all the details!

If the sftp-server binary is in place as you indicate, it's probably having a 
problem getting to it.  I would confirm that the user account does indeed 
have full permissions to read and execute it.

You could attempt su'ing to the user (you might have to change the shell 
first) and then confirming that the user can actually read and execute it.
