[scponly] new patch: makes rsync work

Dear scponly Developers,
 
We have prepared a patch to scponly-4.3. This patch makes scponly find
the sftp-server command in case PROG_SFTP_SERVER is incorrect. This
patch improves the portablity of the scponly binary across Linux
distributions.

What do I have to do in order to get the patch integrated to scponly?
