This is an error from sshd, not scponly. And it looks like the client
protocol implementation is broken, because it seems to be sending the
wrong message type.

This also indicates that it doesn't get to the point where scponly is
invoked.

I'd suggest you confirm that this happens without scponly by using an
account with a regular shell, and then take this to the WS_FTP people.
