Take a look at http://www.ipswitch.com/support/ws_ftp/index.asp  in
particular the WS_FTP Professional Security Guide section and follow the
instructions on configuring it to use the SSH protocol.

If that's the case, enable debugging, echo 1 >
/usr/local/etc/scponly/debuglevel, and then post the output from your logs.
